Heading: Reform of National Council and Regional Conferences

Council believes:
- That clear lines of communication are vital between all sections of an organisation to ensure there is true representation and engagement.
- That effective campaigning work requires a sense of collectivism and ownership by all involved.
- That the NEC should be held accountable to its membership.
- That, second to Annual Conference, National Council and Regional Conferences are designed to do these tasks.
Council further believes:
- That none of these tasks are satisfactorily fulfilled by National Council or Regional Conferences.
- That the year of change group has provided information on some areas of reform within the NUS, but has had a much wider remit than just democratic reform.
Council resolves:
- To mandate the NEC with responsibility for “Strong and Active Unions” to review the function of Regional Conference and National Council.
- To research both with Sabbatical Officers ending positions in Summer 2006 and those at the Autumn Regional Conferences 2006 as to what they want the roles of Regional Conferences and National Council to be.
- For National Councillors to assist in this research in their respective regions, especially that of out going officers.
- To present ideas in the form of motions to Member Unions at least two weeks before the Motion deadline for National Conference 2007.
